01:00 PM CODE OF CONDUCT
A Marine who was a practical joker is found dead on Halloween, and the team believes his death may have been a grave payback for one of his pranks.

An investigation into the murders of two mercenaries who were found on Gibbs' boat reunites Gibbs (Mark Harmon) with his old mentor, Mike Franks (Muse Watson).

03:00 PM ENDGAME
A North Korean assassin (Kelly Hu), who is a nemesis of Vance's (Rocky Carroll), resurfaces not long after a confrontation with him in Los Angeles. Now she is after his family and the key to saving them is to dig through Vance's troubled past.

The team literally finds themselves in the dark when the investigation into the death of a lieutenant is connected to a city-wide blackout.

06:00 PM THE PENELOPE PAPERS (season 9)
The team is surprised to find a connection between the murder of a Navy lieutenant and McGee's (Sean Murray) grandmother (Lily Tomlin).

Larry Miller (“Boston Legal,” “10 Things I Hate About You”) guest stars as Ed Slater, Jimmy’s future father-in-law.
