The ensuing investigation brings back CGIS agent Abigail Borin (“SVU’s” Diane Neal), who, you’ll remember, has quite a bit in common with Gibbs. Plus, Tony and McGee feel the need for speed as they pay tribute to the cinematic classic “Top Gun.”
