“Fringe” may be in the TV graveyard (sniff), but the show’s Lincoln Lee, Seth Gabel, finds new life on tonight’s “Arrow” as a shady drug dealer known as The Count. (You don’t want this guy teaching your kids how to count, believe us.) The Count finds himself on Arrow’s enemy list when Thea gets in trouble for sampling one of The Count’s drug concoctions. That could lead to one, two, three years in state prison!
