Season Premiere: TV’s top-rated drama is back with a bang tonight, kicking off Season 10 with an unfortunately familiar face. “The West Wing’s” Richard Schiff returns as crafty terrorist Harper Dearing, who destroyed the NCIS headquarters with a bomb on last season’s finale. Now Gibbs and company have to shake off the trauma and track down the mad bomber before he strikes again.
