When a Marine is killed with a specialized military weapon, the agents investigate the illegal weapons market and find an undercover ATF agent (Bellamy Young) also working on the case, and Gibbs (Mark Harmon) asks her to work with them to find the killer.

The agents investigate the death of a Navy lieutenant who died from carbon-monoxide poisoning in the robotic Humvee she helped develop and was testing. The artificial-intelligence vehicle was sabotaged to make the lieutenant's death look like a suicide.
